For such a large country, Australia's population was only 19 million. The country had used immigration to meet its labour requirements. Indeed, Australia, was probably more receptive to immigration than any other country. In the year to June 2005, Australia expected to admit around 120,000 immigrants, as well as almost 14,000 refugees.

As a share of population (just over 20m), that was much higher compared to USA (which took in around a million a year but had a population 15 times greater). The intake of immigrants had been slowly increasing during the Howard years. In 2005-06, the total was set to rise by 20,000 because of Australia's labour shortage...
