Introduction

In 2002, the Canadian economy was the eighth largest in the world (measured in US dollars at market exchange rates) after the US, Japan, Germany, the UK, France, China and Italy. It was highly integrated with the US economy, which absorbed 85% of its exports. Most Canadians lived in a narrow strip (160 km wide) north of the US border. This made them sensitive to the threat of US economic and cultural domination. Almost 70% of Canadians were monoglot English-speakers; 15% spoke only French, but they formed a majority in Quebec, Canada's largest and second most populous province.

From time to time, there had been talk of Quebec seceding from Canada. However, support among the people of Quebec for independence had waned in the late 1990s. In 1995, Quebec voters rejected separation from Canada by a narrow 50.4 percent majority.
