Abstract
The liberalization of the Indian civil aviation industry began in 1986 with the introduction of the Air Taxi system to boost the development of tourism. The announcement of a new Airport Infrastructure Policy in November 1997, gave a boost to public private participation.
Cochin International Airport is the first private venture in the history of Indian civil aviation. The Rs.2.3 billion project has taken six years to complete. The airport is owned by Cochin International Airport Limited (CIAL), a public limited company in which the Government of Kerala is the single largest shareholder. The present case traces the origin of CIAL.
