Abstract

In 2013, the National Academy of Defence Production (NADP) was directed by the Ordnance Factory Board (OFB) to undertake a significant recruitment project for 1514 Supervisory Diploma Engineers across 12 disciplines. OFB was operating at only 72% manpower and the recruitment was critical for safety in factories producing explosives and ammunition. Due to limited resources, NADP outsourced the recruitment process to two vendors, increasing the complexity of coordination. While the first vendor was to handle question paper preparation and delivery, the second would manage online applications, venue arrangements, and exam conduct. Mohan Pai, the project coordinator, faced numerous challenges, including scheduling issues, contract finalization delays, and an overwhelming number of applications – 571,368 instead of the anticipated 150,000. The sheer volume of applications strained both vendors, leading to delays and logistical challenges. Despite meticulous planning, the process was fraught with difficulties, such as venue verification delays and the need to conduct the exam in two shifts due to insufficient venues. The project highlighted the importance of stakeholder cooperation and the complexities of managing large-scale recruitment. NADP's decision to outsource the process to two vendors aimed to ensure integrity only added to the coordination challenges. Ultimately, the project underscored the critical balance that had to be maintained between planning and execution in high-stakes recruitment processes.
