"This is a mammoth project which was taken up in 1997, and thanks to modern technology; we started operations within a year. That was a record by itself. Today anybody can walk into any of our offices in the state and get their land registration process completed within minutes. This was the first major step in the e-governance taken up by the state government. With the success of this now we have started computerizing all the state departments and are heading towards a paperless government."²

Introduction

In March 2003, the Government of Andhra Pradesh³ (GoAP) received the prestigious "Best e-Governed State in India" award for its pioneering efforts in offering e-government services to its citizens. The award was instituted by the Computer Society of India (CSI).⁴ The participants were evaluated on the basis of nine parameters (Refer Exhibit I), including reduction in paper work and overall benefits to citizens.

Since the mid- 1990s, the GoAP had taken proactive measures to increasingly use IT in its operations. The government believed that by increasing the use of IT, it would be able to provide better services to its citizens and businesses.
