The Mexican electrical sector was federally owned and the Comisión Federal de Electricidad (CFE) was directly responsible for around 70% of all the electricity produced in the country. In 1992, the Mexican government allowed the introduction of independent power producers (IPPs). Although CFE was very successful in expanding the reach of electricity to rural areas, millions of Mexicans continued to remain unconnected to regular electricity.
