By May 15, 2020, the state of Odisha (formerly Orissa) in eastern India had reported 611 COVID-19 positive cases, far lower than the number of cases in its bordering states, West Bengal and Andhra Pradesh. Odisha also had just 3 deaths due to the virus compared to 215 in West Bengal and 48 in Andhra Pradesh (Refer to Exhibit I). The doubling rate of COVID -19 positive cases in Odisha was more than 30 days, a parameter on which it performed better than other states.
