Background
Coal, an organic fossil fuel played a major role in the development of the Indian economy. The power produced through thermal resources constituted 67% of the total power produced, 59% was generated from coal and the balance from gas as fuel (Refer to Exhibit 1 for details about different sources of power production in India). The Coal Industry Advisory Board (CIAB) estimated that coal would remain the reliable, affordable, and secure primary source of energy in India . The Government of India (GoI) realized coal was an important source of energy and embarked on systematic, efficient and scientific mining in the year 1947. This resulted in the nationalization of coal mines. In the first phase, 226 coking coal mines were merged to form Bharat Coking Coal Limited and subsequently, another 711 non-coking coal mines were merged to form Coal Mines Authority Limited...
