Introduction
On February 27, 2010, at 3:34 am (local time), a massive earthquake with a magnitude of 8.8 struck the coast of Maule region of central Chile. The event, termed as F27, was strongly felt in six regions of Chile from Valparaiso in the north to Araucania in the south. The earthquake and the ensuing tsunami displaced 1.5 million people from their homes and left hundreds of people trapped under the rubble of collapsed buildings. Around 370,000 houses were damaged, 220,000 of them severely. Several schools, hospitals, ports, buildings, and bridges were destroyed. Telecommunication, water lines, and Internet services were also cut. A total of 525 people lost their lives. The tsunami devastated all the fishing villages in the southern coast of Chile with fishermen losing their fishing equipment and boats. The wine industry also suffered huge losses to the tune of US$ 400 million. The F27 came at a time when the then President, Michelle Bachelet (Bachelet), was nearing the end of her term and Sebastian Pinera (Pinera) was to take over as the president of Chile....
