In the late 2000s, when Europe was in the middle of a recession and the US was tightening immigration policies post the 2008 financial crisis, the Government of Chile was looking for ways to create jobs and strengthen its economy. Chile had seen a good macro-economic performance in the 1980s and 1990s as a result of important economic reforms.These included the opening of its economy to global international trade flows and foreign investment and building stable institutions as part of developing the economic and institutional system.The Government of Chile had put in place a policy regarding science, technology, and innovation (STI) led by the Ministry of Economy, The National Commission of Scientific and Technological Research (CONYCIT), and the Chilean Economic Development Agency (CORFO-Corporación de Fomento de la Producción de Chile)..
