INTRODUCTION |

On August 21, 2018, Pinarayi Vijayan (Vijayan), Chief Minister of Kerala, a state in southwest India that had been battered by unprecedented rains and floods earlier that month, stated, “Kerala has set many examples for the world. We will certainly set another example of reconstruction and rebuilding.” In August 2018, triggered by the monsoon, Kerala witnessed the worst floods it had seen in a hundred years. The calamity affected all areas of the state, causing destruction that was beyond description. Over 400 people lost their lives and approximately 1.4 million people had to take shelter in relief camps. Tens of thousands of homes were destroyed due to the floods. Further, colossal damage was caused to crops, roads, bridges, cattle stock, poultry, power installations, and water supply.
