Introduction
By May 15, 2020, the state of Odisha (formerly Orissa) in eastern India had reported 611 COVID-19 positive cases, far lower than the number of cases in its bordering states, West Bengal and Andhra Pradesh. Odisha also had just 3 deaths due to the virus compared to 215 in West Bengal and 48 in Andhra Pradesh (Refer to Exhibit I). The doubling rate of COVID -19 positive cases in Odisha was more than 30 days, a parameter on which it performed better than other states. Odisha’s efficient management of the crisis won it appreciation from the Government of India (GoI)....
Odisha's crisis management strategy included giving incentives for people to get themselves tested, effective resource allocation, swift private sector partnerships, infrastructure set-up, and capacity building of human resources in healthcare. Commenting on the success of Odisha's COVID-19 crisis management strategy, Subroto Bagchi, Odisha’s Chief spokesperson for COVID-19, said, "World Economic Forum has appreciated Odisha’s proactive approach, use of IT, strict social distancing, functioning of exclusive COVID hospitals and focus on livelihood and welfare of the people in containing Covid-19."...
