Abstract

The case discusses the earthquake of February 6, 2023, in Turkey and the Syrian border and its devastating impact. The event known as the Kahramanmaras earthquake affected 14 million people, killing more than 50,000 and damaging more than 160,000 buildings. Though Turkey had a disaster management plan in place in the wake of the 1999 earthquake in Izmit, a city in Turkey, the country’s Disaster Management and Emergency Presidency known as AFAD was not prepared to handle the disaster. Though AFAD sprang into action after the earthquake and provided assistance to the earthquake victims in collaboration with the Turkish Red Crescent and agencies of the United Nations, its disaster response was criticized by the earthquake victims for being slow. The Government of Turkey and AFAD had to tackle the challenge of reconstructing 200,000 new houses by the end of 2024. Since all the critical infrastructure and farm lands had been damaged, the government and the AFAD also had to restore the agricultural infrastructure and maintain food production. Thus, it remained to be seen how AFAD and the Turkish government would tackle the challenge of reconstructing houses and restoring the livelihoods of communities.
